The United Kingdom and France to Deploy Troops to Ukraine in the event that a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The London and Paris have formalized a memorandum of understanding concerning the stationing of troops in the nation should a ceasefire be made with Russia, the Prime Minister of Britain, Starmer, has stated.

After talks with allied nations in the French capital, he noted that the two nations would "establish defense centers in various parts of Ukraine and erect secure structures for arms and defense matériel" to deter any subsequent incursion.

The partner countries also proposed that the America would take the lead in monitoring a truce.

Moscow has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not commented on this recent development.

Background and Ongoing Hostilities

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow currently controls approximately 20% of the country's land.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the duration," commented the British leader.

Heads of state and top officials from the "Partner Group" were involved in the Paris negotiations.

He stated at a joint press conference, the Prime Minister further said: "It paves the way for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the time to come."

The British leader also stated that London would participate in any Washington-directed confirmation of a prospective ceasefire.

Defense Assurances and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "durable defense assurances and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a major requirement made by Ukraine.

Witkoff indicated the partner nations had "substantially agreed on" their work on establishing such guarantees "to ensure the people of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also took part in the talks.

At the same time, French President Emmanuel Macron declared that Ukraine's partners had made "significant progress" at the negotiations.

He noted that "strong" defense assurances for Ukraine had been settled upon in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "huge development" had been made in the negotiations, but added that he would only view efforts to be "enough" if they led to the end of the war.

Recently, he suggested a peace deal was "largely prepared". Settling the remaining 10% would "determine the fate of the agreement, the future of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of ongoing disputes for diplomats.
  • The Russian President has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will take control, refusing any middle ground over how to conclude the war.
  • Zelensky has so far ruled out ceding any land, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia follows suit.

Russia presently occupies about 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The original US-led comprehensive peace plan that was extensively reported to the media last year was seen by Ukraine and its EU supporters as being disproportionately favorable in Moscow's favor.

This sparked a period of high-level discussions – with all sides trying to adjust the draft.

The previous month, The Ukrainian government sent the US an new 20-point plan – as well as distinct documents detailing possible security guarantees and provisions for Ukraine's recovery, he added.
